Authorized Signer Responsibilities

As an authorized signer, you are responsible for ensuring that only individuals with an operational need received Airport-issued badges. The authorized signer must determine that the individual applying for the Airport badge has a need to be on Airport premises. As an authorized signer, you are responsible for determining which level of access is required for the badge holder and which privileges are required in order for them to perform their duties at the Airport.

Authorized signers are responsible for ensuring that the new or renewal applicant follows the correct badging process in order to be issued an Airport badge. Authorized signers are responsible for scheduling all badging appointments for their applicants.

Authorized signers may designate a scheduler to schedule badging appointments for their applicants. However, the authorized signer is still required to verify and sign the applicant’s badge application prior to the badge appointment. Authorized signers are also required to educate the badge holder on the proper badging process in order to ensure that they are familiar with all the steps in the badging process.

As an authorized signer, you should be familiar with Airport-issued ID badges and the different designations/colors/endorsements and what they mean.

Authorized signers must also determine which privileges may be required in order for the badge holder to perform his/her necessary functions. These privileges should only be awarded to individuals who have a need for the particular privilege and these privileges should be kept to an operational minimum.

The following are Airport privileges that can be granted to a badge holder dependent on operational need:

  • Escort Authority: Allows the badge holder to escort individuals in restricted areas of the Airport
  • Non-Movement Driver: Allows the badge holder to drive on non-movement areas of the Airport, which include airline ramps, access roads, and GA aprons
  • AMA (Aircraft Movement Area): Allows the badge holder to drive on AMAs of the Airport, which include runways and taxiways
  • Authorized Signer Authority: Allows the badge holder to determine operational need for other badge holders

Authorized signers are responsible for ensuring that all badges are terminated or deactivated immediately upon employment termination. This can be done by contacting the Airport Badging Office at 818.729.2233. Failure to report a terminated badge can result in a Notice of Violation (NOV) and administrative penalty. Authorized signers will be required to communicate with the Airport Badging Office staff during audits, investigations, and complaints to ensure that the Airport remains in compliance with all security regulations. Failure to do so may result in revocation of authorized signer privileges and further action from the Authority.
